The EU Commission publishes its “Services Package”

On 11 January 2017, the EU Commission a package containing four initiatives aimed at improving the free movement of services in the single market. The Commission’s ambition is to create “A European services economy that works for Europeans”. The services package was first announced in the Commission’s Single Market Strategy “Upgrading the Single Market: more opportunities for people and business” adopted on 28 October 2015. The Services Package contains four parts:

  1. 1.
    The European Services E-card that is supposed to provide an electronic procedure that may ease the administrative burden for providers of business services and construction services, who want to provide services cross-border in the single market. The response of the confederation of Swedish Enterprise to the Commission consultation on the services e-card (formerly services passport) is available here
  2. 2.
    The second initiative is a proportionality test for regulated professions. The Commission proposes a streamlining and clarification of the rules with this proportionality test.
  3. 3.
    Thirdly, a communication on how Member States may proceed in order to reform and reduce the number of regulated professions has also been put forward.
  4. 4.
    The last part of the package is a proposal for an improved notification procedure for Member States concerning national rules that impact on the free movement of services.
