POSITION PAPER9 February 2023

Regarding the European Commission’s draft new Temporary Crisis and Transition Framework for State Aid

RECIPIENT
Government Offices of Sweden : Ministry of Climate and Enterprise

Swedish Enterprise cannot assess the need to implement the changes proposed in section 2.5, as there is no impact analysis. However, Swedish Enterprise believes that it is not primarily additional public funding that is needed to accelerate the expansion of green energy, but faster and better permit processes.

Swedish Enterprise rejects the proposals in section 2.8. This type of aid, which is mainly introduced to match aid given in third countries, is not proportionate, it risks leading to a global state aid race and will further distort competition in the internal market in an unacceptable way.
